According to that, Province Health Office of East Java has done a training process to health personnels and cadres of 38 district. A post training evaluation was done after that to identify the implementation of training matters by health personnels and cadres in 38 district in developing alert villages. Using the design of level 3 of Kirkpatrick?s 4 levels evaluation the implementation of community empowerment was measured on advocacy and sosialization through village health forum, community self survey and village community dialogue in the development of alert villages in East Java Province. Lesson learned from this post evaluation training included 4 things. First, that difficulty increases in community empowerment implementation by health personnels and cadres according to its activities order that is advocacy and socialization through village health forum, community self survey and village community dialogue. Second, to take attention on time of training to health personnels and cadres so that the expected competency will be achieved. Third, beside pre and post test, post training evaluation should be done. Post training evaluation should be done using Kirkpatrick?s 4 level evaluation.
