Pelaksanaan baru pada tahap pengesahan oleh Pemerintah Daerah. Proses penetapan tarif tiga RSU Pemda di tiga regional pada prinsipnya sama dan sesuai peraturan yang berlaku. Proses penetapan tarif di tiga RS Swasta bersifat lebih terikat kepada pemilik RS, sedangkan keterkaitan dengan pemerintah hanya berupa laporan saja. Perhitungan tarif di RS Pemerintah dilakukan dengan lebih mempertimbangkan kemampuan daerah/masyarakat daripada perhitungan biaya yang sebenarnya.
