Konsistensi kadar fluor 0.7 ppm yang tidak tercapai disebabkan adanya kendala-kendala antara lain kesulitan dalam membubuhkan Fluorosilikat dan pemasangan mixer yang belum tepat. Hasil wawancara dengan pelanggan PDAM temyata 90% masyarakat setuju untuk penambahan fluorida dalam air minum, sebagian besar +/- 50% air dipergunakan untuk masak dan minum.
