The first cases were reported in Jakarta and Surabaya in 1968 (Surnarmo 1987). Since that time the number of reported cases has increased. The number of reported cases increased sharply, with the highest number of cases recorded in the years 1973 (10.189 cases), 1983 (13.658 cases), and in 1988 (45.791). In 1968 the incidence rate was 0.05, which became 24.7 in 1988. This background provides an attractive field for evaluation research. There are some guestions for evaluation research, e.g: - Whether the new strategy is effective and efficient in reducing the incidence of disease; - Whether this strategy is financially affordable? - If any what is(are) the better alternative(s) to the new strategy. However the purpose of this study is not merely to evaluate the DHF prevention programme. Another important aim is to examine methods of evaluation research in public health programme. In this context the DHF prevention programme evaluation will act as a vehicle for assessing the application of evaluation research in public health programme. Therefore, the aims of this study are: 1. To develop the methods of evaluation research in public health and to apply a sound one for DHF prevention programme. 2.
