Akan tetapi adanya hal yang positif yaitu koreksi pada penelitian yang terdahulu. Demikian pula sesuai tujuan penelitian pengembangan JPKM tidak terlalu dianalisis secara mendalam. Dengan perbedaan-perbedaan tersebut pada point 1 diusulkan bahwa dalam memonitor dan evaluasi pengembangan program JPKM, digunakan tahun anggaran 1987/88 sebagai titik awal.
