Sutomo sebagai Rumah sakit kelas A/rujukan puncak belum dapat dilaksanakan dengan baik selama Surabaya belum mempunyai Rumah Sakit Umum sendiri yang dapat menampung penderita kurang mampu dengan kasus yang kompleks. 3.
