However, the fact that from year to ear researcher have taken relatively little advantage of library services, it is deemed necessary to study the performance of the NIHRD Library Division. This study needs to be conducted since it is not clear yet what factors affect the utilization of libraries.    The purpose of this study are:   (1) to know what extent researchers are taking advantage of the library services at the Library Division; (2) to identify any factors that perhaps affect library services; (3) to know what factor most dominantly affect library services and   (4) to know the manner researcher are seeking information. In order to understand the matter, NIHRD researchers who are posted in Jakarta were subjected to a cross sectional study. A month long data collection was conducted from 26 November - 20 December 2000 by means of interview based on questionnaires tried out to 20 respondents at the Nutrition Research and Development Library in Bogor, and in-depth interview of eight informants from 3-6 January 2001. A stratified random sampling of researchers was taken from 65 respondents.    The thesis found that generally researchers have taken little advantage of library services. Of the seven factors that theoretically affect the utilization of library services, only one appeared to have significant correlation, namely the researcher's understanding of the kind of services provided by the library.    As a result of the thesis, it is concluded that (1) there researchers who are still not cognizant of library services;   (2) the available collection does not yet meet the need of researchers,   (3) access facilities are being used, however have not been optimally taken advantage of and   (4) other than utilizing library, researches are seeking information through personnel contact with fellow professionals, using private collections and searching the internet. The average contact with the library is every two weeks.    In connection with the conclusion reached, the following suggestions are submitting.    1.The NIHRD Library needs to enhance researcher?s cognizant of library service through activities covers (1) Increase the total number and distribution of library brochures, actively escalate promotion and socialization through printed media, seminars and electronic media (internet); (2) go on a group informative safari to the respective Research and Development Centers or conducted at the NIHRD library.   2.The NIHRD Library needs to strengthen its literature collection, particularly such as scientific journals, theses, government publications, newspapers and textbooks. Besides purchasing these item (so requires additional budget). Theses may be obtamed by means ot promoting relations with universities, and government institutions to obtain government publication. Also, work together a closer cooperative program with fellow researchers, so that the result of their science and technology studies and another information obtained with sources from outside the NIHRD library can be kept at the library. This way, there will be better sharing of information and economizing on literature material procurement of library acquisition.   3.The NIHRD needs to increase accessibility to library services through (1)socialization of isisonline and digilib, (2) additional number of workstation for searching the internet in the library, (3) the manual catalog should be gradually replaced by OPAC and isisonline to speed up access, and the researchers in turn will become used to using the internet and LAN (local Area Network) and (4) consider the need that the library service hours or stays open until late afternoon.
