Tahap pengembangan koleksi meliputi seleksi, pengadaan, penyiangan, perawatan, evaluasi, ditambah lagi hal yang tidak kalah pentingnya adalah analisis pemakai. Idealnya perpustakaan memiliki pedoman pengembangan koleksi secara tertulis. Kegiatan pengembangan koleksi di perpustakaan Badan Penelitian dan Pengembangan Kesehatan pada sudah memenuhi kaidah-kaidah dan teori yang ada di dunia perpustakaan. Satu hal yang belum terpenuhi adalah belum adanya pedoman pengembangan koleksi secara tertulis.
