Data menunjukkan hanya sebagian kecil provinsi (DKI Jakarta, Aceh, dan DIY) yang memenuhi target ketersediaan tenaga medis dan tenaga kesehatan secara lengkap. Akar persoalan ini bersifat sistemik, mulai dari perencanaan yang rapuh dan ketidakselarasan produksi SDM Kesehatan hingga rendahnya daya tarik wilayah DTPK akibat minimnya insentif, fasilitas, serta kepastian karier.
