Study History for Future Reference of Indonesian Health

Jakarta—The Health Development Policy Agency of the Indonesian Ministry of Health (BKPK Kemenkes) held a dissemination event for the History of Health Policy in Indonesia, 1999-2023. Present were Former Minister of Health Prof. Dr. dr. Faried Anfasa Moeloek, Sp.OG(K). dr. Siti Fadilah Supari, Sp.JP(K), as well as former echelon 1 officials, experts and academics on Wednesday (4/12).

The event was opened by the Acting Head of the Center for Health Policy Efforts (Pusjak UK) BKPK Dwi Puspasari. According to Puspa, tracing the history of this health policy is certainly not easy. "However, it is very arousing curiosity and learning from the past which of course becomes a reference for the future of a better Indonesian health policy," he explained further.

According to the Head of the UK Center for Health, the process of compiling this book has been going on for a year. The Ministry of Health's BKPK also supervised the compilation of this book until it was completed. On this occasion, Puspa expressed our gratitude and appreciation to the teams compiling the Indonesian Policy History Study Book who have struggled and fought in searching for literature, archives and documents related to the history of health policy in Indonesia.

"I also express my appreciation and gratitude to the Ministers of Health, Secretary General and echelon I officials for the period 1999 to 2023 who have been willing to become key informants in joint learning regarding health policies in Indonesia," said Puspa.

Puspa also thanked the resource persons, discussants and work team who had helped together in the process of compiling the study book on the history of Indonesian health policy.

Puspa hopes that the discussants can explore important lessons learned that are hidden from the series of portraits of health history policies in Indonesia for each period.

Abdul Wahid as one of the authors of this book from the Department of History, Faculty of Cultural Sciences, Gadjah Mada University said that one of the characteristics of history books is the existence of a periodization to facilitate understanding. "For this book we divide 24-25 years of the history of health policy in Indonesia," he said.
The division is divided into 4 periods. First, period 1 from 1999 to 2009. Starting from the beginning of the reform until the implementation of decentralization.

The second period from 2009 to 2019. The main focus of this period was the implementation of the National Health Insurance. "Then the third period which took place between 2020-2023. It was indeed relatively short but it was an important period because at that time the Indonesian nation and the Indonesian government faced the trial of the Covid-19 pandemic," said Wahid.

The fourth period is from 2023 to the present. Marked by the transformation of the health system.

On that occasion, Prof. Dr. Laksono Trisnantoro from Universitas Gadjah Mada conveyed that historical research is not an evaluative research.
