Jakarta – The Health Development Policy Agency (BKPK) of the Ministry of Health held a webinar on Risk Management Implementation on Thursday (June 11). The online event was attended by all BKPK employees as part of an effort to increase understanding and capacity in implementing effective risk management.
The webinar was opened by BKPK Secretary Etik Retno Wiyati, MARS. In her remarks, Etik emphasized that risk management should not be viewed solely as an administrative obligation or regulatory compliance. She argued that, if implemented seriously, risk management will actually facilitate an organization's effective and sustainable operations, including through continuous improvement.
"Understanding risk management isn't just an administrative obligation or a regulatory requirement. If we implement it effectively, it will make running our organization easier, allowing us to play a role in achieving its goals effectively and sustainably," said Etik.
Moderated by Bayu Ari Bowo, the first presentation was delivered by Yuli Kurniawan, Senior Expert Auditor at the Inspectorate General of the Ministry of Health. He explained that the primary objective of implementing risk management is to create and protect organizational value, which in practice encourages more proactive management and strengthens accountability and stakeholder trust. He also explained the risk management implementation policy based on Ministerial Regulation No. 1354 of 2024, which requires work units and technical implementation units to implement risk management using a three-line model.
Furthermore, Yuli explained that the risk management process includes a series of systematic stages starting from communication and consultation, determining the scope and context, risk assessment which includes identification, analysis, and evaluation of risks, risk treatment, to monitoring and reporting.
The next session was delivered by Muhammad Zuhri Abidin, First Expert Auditor of the Inspectorate General of the Ministry of Health. Zuhri discussed the concept of a risk-aware culture as a collective mindset, attitude, and behavior within an organization, where risk awareness and management are inherent in every activity and decision-making at all levels. He emphasized that building a risk-aware culture requires four main pillars: leadership commitment to considering risk in every decision, ongoing communication, rewarding units or employees who manage risk well, and integrating risk management into all organizational business processes.
Zuhri emphasized that risk management principles, frameworks, and processes are closely interrelated and must be implemented in an integrated manner so that risk management runs effectively at all levels of the organization.
The webinar concluded with a question-and-answer session moderated by the two speakers, providing participants with the opportunity to deepen their understanding and identify concrete steps for implementing risk management in their respective work units. This activity is part of the BKPK's commitment to building strong, accountable, and risk-adaptive organizational governance, in line with the mandate of Minister of Health Decree No. 1354 of 2024.
