IPCAF as a Standard Instrument for Infectious Disease Control Assessment

Jakarta – The Ministry of Health through the Health Development Policy Agency (BKPK), namely the Center for Health Resilience System Policy and Health Resources (Pusjak SKK and SDK) along with the Directorate General of Health Services has reviewed the implementation of infectious disease control (PPI) using Instrument Infection Prevention Control Assessment Framework (IPCAF) nationally. The results of this study were presented at a study dissemination meeting on Thursday, May 12, 2022 at the BKPK Office in Jakarta. The meeting was held in person hybrid by combining limited face-to-face meetings and online which was attended by 350 hospitals.

In his speech, BKPK Secretary, Dr. Nana Mulyana said that PPI is an important and strategic effort in improving the quality of health services in hospitals. "There are eight PPI assessment areas carried out by hospitals. Most of the hospitals that participated in this study are at the advanced level (advanced). We hope that this activity can be carried out periodically so that it can be input for the hospital," said Nana.

Nana further explained that this study is useful for knowing the actual condition of PPI in hospitals. In addition, the instrument used, namely IPCAF, can be used as a standard instrument that can be used by all hospitals in conducting self-assessment. Nana emphasized the importance of improvement efforts from the assessment results that have been carried out. This meeting was attended by the Head of Pusjak SKK and SDK BKPK Dr. Wirabrata who has overseen this activity so that it can be implemented properly.

On this occasion, Indri Rooslamiati as the person in charge of the study explained that PPI is the key to minimizing or reducing infectious diseases, antimicrobial resistance, and Covid-19. Indri further said that WHO issued the IPCAF instrument and has a scoring system that can be used as a basic assessment tool for the implementation of PPI activities in health care facilities.

"This instrument is a standard instrument that has been tested in 46 countries, covering 181 hospitals and 324 experts in the field of PPI. The results of the trial of this instrument state that the IPCAF instrument is an instrument that robust and can be used in health care facilities globally and can be adapted to the conditions in each country," said Indri.

IPCAF has eight main components, namely; PPI program; PPI guidelines; education and training related to PPI; surveillance Healthcare Associated Infections (HAIs); multimodal strategies; monitoring, auditing and feedback; workload, staffing and bed occupancy; and built environment, facilities and infrastructure.

At the end of her explanation, Indri said that the implementation of PPI in hospitals in Indonesia was quite good, especially for PPI guidelines and the environment, facilities, and infrastructure. However, it still needs to be improved in the components of multimodal strategies, education and training, and HAIs surveillance. The government also needs to pay more attention to hospitals in the eastern region. The output of this study is the IPCAF instrument that has been translated and adapted to the conditions of health facilities in Indonesia and validated. It is hoped that this instrument can be used by hospitals to implement self-assessment according to the hospital's needs. Indri also put forward several recommendations from the results of this study, one of which was to include IPCAF self-assessment as an annual hospital activity, so that hospitals can conduct evaluations and interventions according to their respective circumstances.
