
Jakarta – Head of the Health Development Policy Agency of the Indonesian Ministry of Health (BKPK Kemenkes RI) Syarifah Liza Munira said the government supports the Health Bill (RUU) as an initiative of the Indonesian House of Representatives (DPR RI). This is in accordance with the mandate stated in the 1945 Constitution.
"There are several bases that underlie the need to create a Health Bill. Of course, if we look at the mandate of the 1945 Constitution in article 28, it is stated that everyone has the right to receive health services. Then in article 34 it is stated that the state must be present and provide health service facilities," said Liza at the meeting Public Hearings Health Bill with sub topics Mandatory Spending which was held by BKPK on Tuesday (14/3) in Jakarta.
In realizing the presence of the state, Liza said the Ministry of Health is carrying out a health transformation that includes six pillars of transformation. One of them is the transformation of health financing.
Liza said that to ensure that health financing can be guaranteed and implemented properly and provide access, quality, and sustainability, regulatory support is needed to realize good health services through good financing for all Indonesian people.
Liza further said that the Health Bill uses the Omnibus Law method. This method synchronizes existing regulations. The Health Bill revokes nine laws and changes four existing laws.
Liza said that in the process of drafting the Health Bill, President Joko Widodo assigned ministries/institutions to compile the Input List (DIM) by involving public participation.
"The President has assigned the K/L to compile a list of inventory of problems and it is hoped that there will be public participation. This is carried out through several processes, one of which is public hearings "What we are doing today is to get as much input as possible from all relevant stakeholders," explained Liza.
The draft Health Bill consists of 20 Chapters and 478 Articles. On the first day in the second session of the activity Public Hearings BKPK, subtopics presented Mandatory Spending Health is contained in Chapter 13, especially in articles 416-422.
"From several of those who provided comments earlier, the input was similar regarding the importance of quality. mandatory spending for improving human resources and services provided. Because as conveyed by Mr. Fernando from the Ministry of Home Affairs, based on last year's data, the majority (of the health budget) is capital expenditure," added Liza.
Apart from that, Liza said that it was based on generally accepted input stakeholders convey in order to be able to pay attention to or ensure the quality mandatory spending by doing performance based budgeting or performance-based.
