
Jakarta - The Indonesian Ministry of Health (Kemenkes) has opened and socialized the mechanism for submitting proposals for Health Technology Assessment (PTK) topics.) or Health Technology Assessment (HTA) for 2026. This step is part of the government's efforts to strengthen evidence-based health policy decision-making and support quality and cost control in the National Health Insurance (JKN) program.
At the online meeting (29/4), the Head of the Center for Health Resilience System Policy and Health Resources (Pusjak SSDK), Lupi Trilaksono, emphasized the importance of PTK's role as a strategic instrument in controlling the quality and costs for the JKN program and government health programs as mandated by Law Number 17 of 2023.
"Active participation from stakeholders in proposing priority topics based on comprehensive data is key to rational, efficient, and equitable allocation of health funding," he said.
Clarity of Process and Operational Criteria
The mechanism for submitting proposals for regular topics in 2026 will be carried out entirely through the digital platform on the page htaindonesia.kemkes.go.idThe selection process consists of four main stages: collecting proposals, verifying proposed topics, compiling and determining priority topics through a deliberation mechanism by the PTK Committee, and disseminating priority topics.
To ensure a proposal can be processed, the applicant must meet a minimum document completeness threshold of 60%. Six priority criteria form the basis for assessment: volume (prevalence/incidence), technological impact (efficacy and safety), technological cost, alignment with policy priorities, potential cost savings, and public acceptance.
The Chair of the PTK Committee, Prof. Auliya Suwantika, explained that the assessment standards will be applied fairly to all parties.
"In accordance with our tagline 'One Door, One Standard,' all entries are processed through the same platform and the same standards will be applied to both drugs and medical technology. Selection is carried out in a deliberative manner to ensure the use of limited resources, both financially and in terms of expertise, to be more effective and efficient in order to improve the quality of health services," explained Prof. Auliya.
The Ministry of Health's stakeholder engagement initiative opens up opportunities for contributions from various parties, including internal Ministry units, academics, professional organizations, hospitals, the pharmaceutical and medical device industries, patient organizations, and research institutions. The types of technologies that can be proposed include new drugs, medical devices (types C and D), surgical and non-surgical procedures, and public health programs (promotive and preventive).

- Account Registration: Maximum until May 30, 2026.
- Acceptance of Topic Proposals: Open from April 30 to May 30, 2026 (30 calendar days).
- Determination of Priority Topics: Scheduled for May 25-29, 2026 through deliberation of the PTK Committee.
- Announcement of Results: Will be published on June 1-5, 2026 via the official website and official letter to the proposers.
