The Role of the Ministry of Health's BKPK in Strengthening Health Development Policies

Bali – Secretary of the Health Development Policy Agency (BKPK) of the Indonesian Ministry of Health (Kemenkes RI) Nana Mulyana said that there are three main tasks of BKPK in strengthening health policies. The three tasks are analyzing and providing recommendations for health development policies, carrying out integration and synergy in achieving health development targets, and evaluating health development policies.

 “These three things go into the policy-making cycle, starting from the stage agenda setting, formulation, adoption, implementation, to the policy evaluation stage," explained Nana when she had the opportunity to give a presentation on the second day of the Workshop on Realizing Synergy of Central and Regional Health Transformation Policies in Bali (15/12). This activity was organized by BKPK on 13-17 December 2022 and attended by the Provincial/District/City Health Offices in Indonesia and other BKPK stakeholders.

Nana explained that the policy recommendations produced by BKPK are evidence-based based on scientific data such as research or study results and other secondary data.

In addition, Nana said that BKPK became Thinktank within the Ministry of Health. BKPK is also tasked with synergizing and integrating units within the Ministry of Health in achieving strategic health development targets.

Furthermore, Nana said that BKPK also synergizes with other ministries/institutions. "BKPK synergizes with districts/cities and provinces. Because we are talking about sectoral health development, both up, down, and sideways," he said.

Meanwhile, Chief Expert BKPK Anung Sugihantono explained that BKPK is expected to be able to encourage, facilitate, and assess the performance of policies on the health transformation that has been carried out.

According to Anung, health transformation is a change in approach, concept of thinking, and operational activities. "This health transformation is something that we must work on in an operational setting with various main activities and modifications that are indeed needed," explained Anung.

Anung added that policy needs to be understood as a series of concepts. "The policy perspective is direction and or action, managerial, political, financial and administrative sides. This is what must be understood," Anung emphasized.

He also said that health transformation when in the concept and activity level is carried out by reviewing and analyzing according to the problems in each region. Therefore, the synergy carried out in the alignment of national and regional planning does not always have to be uniform in all regions.

"The vision and mission of regional leaders must be the orientation. However, the activity platform in the ministry/institution must also be an approach that must be synchronized with the vision and mission of regional leaders and synergized with the mission of the central government," said Anung.
