About the App

Siscobikes (Health Costing System) is an application designed to assist local governments in estimating the financing needs for implementing Minimum Service Standards in the Health Sector in a systematic and standardized manner.

This application integrates data on service targets, service standards, and cost components to produce accurate and accountable budget requirements calculations.

This application can be used by Provincial Health Services, District/City Health Services, and Community Health Centers.

Mandate of Minister of Health Regulation Number 6 of 2024

Minister of Health Regulation Number 6 of 2024, Article 4, paragraph (2) states that the calculation of Basic Service funding for Health SPM as referred to in paragraph (1) is carried out using an information system developed by the ministry that organizes government affairs in the health sector in accordance with the provisions of laws and regulations. By using the information system called Siscobikes, regional governments can:

  • Determining the real need for health service financing
  • Identifying the gap between regional fiscal needs and capabilities
  • Supporting the preparation of regional planning and budgeting documents
  • Strengthening the monitoring and evaluation system for SPM implementation
